Purpose:

TxDOT is proposing the replacement of the Union Pacific Railroad (UPRR) underpass on SH 183 from North Nichols Street to Decatur Avenue. The purpose of the meeting is to offer an opportunity to discuss and make comments on the proposed improvements. The public meeting will be an open house format with no formal presentation. Maps and exhibits of the proposed improvements will be displayed at the public meeting. Written comments must be submitted on or before Tuesday, Dec. 31, 2019, to be part of the official record.

Description:

The proposed project would reconstruct SH 183 to include four 12-foot-wide travel lanes (two in each direction) and right-turn lanes. A 16-foot-wide curbed median would be added between eastbound and westbound traffic for approximately 250 feet in the middle of the project area. The median would transition into 12-foot-wide left-turn lanes from westbound SH 183 onto North Nichols Street and from eastbound SH 183 onto Decatur Avenue. Adjacent to both sides of SH 183, existing sidewalks and retaining walls would be replaced with 10-foot-wide shared-use paths separated from traffic by four-foot-wide clear zones. Retaining walls would be constructed to the outside of the proposed shared-use paths and would extend under the recently constructed bridges for the TEXRail project. The existing rail spur bridge not in use would be removed. A temporary track beginning south of 29th Street and extending approximately 1,000 feet south of 28th Street would be constructed to temporarily divert train traffic. A temporary bridge for the track over 28th Street would also be constructed just west of the existing main rail bridge. The existing UPRR main rail bridge would be replaced with a new permanent bridge and the temporary structures removed. Drainage improvements would also occur within the project area, extending approximately 0.2 miles along SH 183.

Most of the project would be constructed within existing right of way (ROW). Approximately 0.1 acres of additional ROW would be required from the southwest corner of SH 183 and Decatur Avenue to accommodate sidewalk improvements.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
