Public Hearing - FM 51 (Main Street) and SH 199 Roadway Reconstruction and Pedestrian Enhancements

Purpose:

TxDOT as the lead agency, in conjunction with Parker County and the City of Springtown, invites the public to comment on the proposed reconstruction of FM 51 (Main Street) from Old Cottondale Road to Texas Drive in Parker County, Texas. Comments must be received on or before Wednesday, Feb. 2019, to be a part of the official record.

Description:

The proposed project is needed to improve safety and reduce congestion on FM 51 and at the intersection of FM 51 and SH 199. The proposed project would reconstruct FM 51 from Old Cottondale Road to Texas Drive, including a bridge replacement and center turn lane on FM 51, and reconstruct the FM 51 and SH 199 intersection with additional turn lanes. The FM 51 and SH 199 project would provide congestion mitigation for Parker County residents by providing additional turn lanes at the intersection and through the City of Springtown to improve mobility. The project would also provide sidewalks within the project limits to improve pedestrian mobility and safety.

The proposed reconstruction would mostly be performed within the existing right of way of FM 51 and SH 199. Additional right of way is needed at the intersections of FM 51 and SH 199 and FM 51 and 5th street for turn lane and signal improvements. The proposed improvements would require approximately 0.812 acres of new right of way and 0.561 acres of permanent drainage easements. The proposed project would displace one Automated Teller Machine (ATM) and two commercial structures. No residences would be displaced. The proposed project would require the purchase of new right of way from Springtown Park, which is owned by the City of Springtown and open to the public. The activities, attributes, and features of the park include: public open space, a pavilion, picnic tables, and a basketball court. The park is occasionally used for other activities, including livestock events. The additional right of way from the park is needed to add sidewalks that run parallel with the proposed FM 51 facility. Without the additional right of way, the proposed FM 51 facility could not provide safe pedestrian access within the areas adjacent to Springtown Park. The proposed project crosses Walnut Creek and occurs within a Federal Emergency Management Agency (FEMA) designated 100-year floodplain.
