Purpose:

The purpose of the hearing is to present the planned improvements and solicit public comments on the proposed new location bypass for FM 148 from south of FM 3039 to US 175 in Kaufman County, Texas. The Draft Environmental Assessment (EA) will also be available for public review. The hearing will be an open house format starting at 6 p.m., with the formal hearing beginning at 7 p.m. Comments must be received on or before Friday, September 7, 2018, to be a part of the official record.

Description:

The proposed improvements would include the construction of a new location rural roadway connecting FM 148 with US 175 that would bypass the urban center of the City of Crandall. The bypass would be 1.6 miles long and would consist of two 12-foot wide travel lanes (one in each direction) with 8-foot wide outside shoulders, and turn lanes. New ROW would be required to accommodate the proposed improvements.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
