Purpose:

The purpose of this notice is to afford opportunity for a public hearing regarding proposed improvements to FM 455 from SH 5 to east of Wildwood Trail in the City of Anna, Collin County, Texas. Comments or request for a public hearing must be submitted in writing on or before Monday, May 20, 2019.

Description:

The proposed improvements would widen FM 455 from a two-lane undivided roadway to a four-lane divided urban arterial (six-lane ultimate) from SH 5 to east of Wildwood Trail, a distance of approximately 1.4 miles. The proposed improvements would widen the existing roadway in phases. The interim phase would consist of one 11-foot wide lane and one 14-foot wide shared use lane in each direction separated by a center median varying in width from 16-38 feet (narrower where turn lanes are provided). Left and right turn lanes would be provided at select cross streets and median openings. Six-foot wide sidewalks would be provided on both sides of the roadway. Proposed improvements for the ultimate phase would add one additional travel lane in each direction, resulting in a six-lane roadway divided by a raised median. The existing right of way (ROW) varies from 70-90 feet wide, and the proposed ROW width varies from 120-150 feet wide. The proposed project would require approximately 8.5 acres of additional ROW, and 0.4 acre of permanent drainage easement.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
