Purpose:

The purpose of the public hearing is to present the proposed improvements to SH 146 from I-10 to FM 1405 in Chambers County, Texas. An open house will take place from 5 p.m. to 6 p.m. where displays will be available for viewing and the public may come at their convenience. The public hearing will begin at 6 p.m., which includes a formal presentation and comment period. Comments must be received on or before Friday, Dec. 20, 2019, to be a part of the official hearing record.

Description:

The existing SH 146 roadway from I-10 south to FM 1405 is a north-south, four-lane roadway with a two way continuous left turn lane and open ditch drainage in western Chambers County, which crosses the eastern area of Baytown and the southern area of Mont Belvieu. The existing roadway consists of two 12-foot wide travel lanes with an eight-foot wide shoulder in each direction, separated by a 16-foot wide two-way center turn lane.

The proposed project will enhance safety by implementing access management improvements as identified in the March 2018 SH 146 Subregional Plan conducted by the Houston-Galveston Area Council (HGAC). HGAC is the metropolitan planning organization charged with developing transportation plans and programs for the eight-county Houston Galveston Regional Transportation Study area, which includes Chambers County.

The proposed project involves:

  • Building a raised median to replace the two-way center turn lane, improving safety by reducing the number of conflict points and accidents
  • Consolidating the number of median openings and restricting certain turning movements at traffic signals
  • Adding “Michigan U-turns,” at designated areas between the signalized intersections; this means left turns at these areas are not allowed. Instead, to turn left, you must drive straight or turn right, then make a U-turn at a median 
  • Constructing a right-turn lane for the southbound SH 146 traffic at the Devinwood Drive/Cedar Bluff Drive intersection for accessing the Johnny Clark Jr. Elementary school campus
  • Adding a sidewalk on both sides of SH 146 from the I-10 eastbound frontage road to Chambers Town Center

All work would occur within the existing 120-foot wide right of way. No additional right of way or easement is required; therefore, no displacements or relocations of residences or businesses are necessary.

Any environmental documentation or studies, maps showing the project location and design, tentative construction schedules, and other information regarding the project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Beaumont District Office, 8350 Eastex Freeway, Beaumont, Texas 77708. To schedule an appointment, please call (409) 898-5745. This information will also be available for inspection at the public hearing. Additionally, responses to comments received will similarly be on file and available for inspection once they have been prepared.

The public hearing will be conducted in English. Persons interested in attending who have special communication or accommodation needs, or require an interpreter, are encouraged to contact TxDOT’s Public Information Office at (409) 898-5745. Requests should be made at least two days before the event. Every reasonable effort will be made to accommodate these needs.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
