Rene Garcia, P.E., serves as director of Design.
A 25-year TxDOT veteran, Garcia started his TxDOT career with the Corpus Christi District as a summer employee working on various highway transportation assignments. After graduation, Garcia worked in the private sector designing projects in the areas of transportation, hydrology/hydraulics, land development and light‐rail systems.
Garcia returned to TxDOT in 1989 and worked in the Bridge Division. Garcia transferred to the Design Division in 1996 as a project development branch manager and advanced to assistant section director of field coordination “B” in 2003. He became the Design Division plan development section director in May 2013.
In addition to his expertise in transportation design, Garcia also managed and was instrumental in establishing the revised rules and procedures for the innovative $2 billion Pass‐Through Financing Program. He also collaborated with the Construction Division and Technology Services Division as a subject matter expert on developing the new estimate and letting system.
Garcia chaired several development committees as part of the comprehensive development agreement (CDA) core competency team in the procurement of mega CDA projects such as SH 121, DFW Connector, North Tarrant Express, SH 161 and the Grand Parkway. He is currently the department’s project sponsor for the new engineering software solution (3D modeling) and ProjectWise implementation project.
Garcia graduated from the University of Texas at Austin in 1983. He became a professional engineer in 1989.
