Purpose:

The purpose of the public hearing is to gather public input on proposed pedestrian and bicycle enhancements to an approximately 0.14 mile stretch of University Avenue from Stanton Street to Oregon Street in El Paso, Texas. The first part of the meeting will be an open house format so the public may come and go at their convenience, followed by a formal presentation and comment period.

Description:

The proposed project consists of constructing sidewalks, landscaping, crosswalks, and ramps that comply with the Americans with Disabilities Act (ADA), as well as repaving and restriping University Avenue. The proposed project would reconfigure the existing travel lanes to accommodate dedicated 5-foot-wide bicycle lanes in each direction, 10-foot-wide travel lanes, and 10-foot-wide right and left turn lanes. Proposed improvements are needed to address increased pedestrian traffic near the University of Texas at El Paso and to bring the facilities up to current ADA standards. The project would not require the acquisition of additional right-of-way; however, 0.004 acre of temporary construction easements would be required. No residential or commercial displacements would occur..

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
