Notice of Availability of Draft Environmental Assessment and Public Hearing for Conflans Road from Valley View Lane to SH 161

Purpose:

The City of Irving, in conjunction with TxDOT as the lead agency, proposes the extension of existing Conflans Road, on new location, from Valley View Lane to SH 161, in Dallas County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT will be conducting a public hearing on the proposed project.The purpose of the public hearing is to present the planned improvements and solicit public input on the draft environmental assessment and the proposed roadway improvements.

Description:

The existing Conflans Road is a major collector in the westernmost southwest portion of Irving, which terminates at SH 161.  The proposed improvements would extend existing Conflans Road on new location roadway and bridge structure. The total distance of the project is 0.881 mile. The proposed bridge structure would cross over Bear Creek. The proposed roadway would consist of a four-lane divided facility within a variable right of way (ROW) width of approximately 116 feet to 310 feet. The westbound section of the roadway would consist of a 12-foot wide inside lane, a 14-foot wide outside shared use lane, and a five-foot wide sidewalk. The eastbound section of the roadway would consist of a 12-foot wide inside lane, a 14-foot wide outside shared use lane, a five-foot wide buffer, and a 12-foot wide shared use path.  A 17-foot wide raised median is proposed.  The proposed bridge would consist of a four-lane divided facility within a ROW width of approximately 116 feet with an overall bridge width of approximately 96 feet.  The westbound section of the bridge would consist of a 12-foot wide travel lane, a 14-foot wide shared use lane, a six-foot wide sidewalk directly behind curb and a one foot traffic rail.  The eastbound section of the bridge would consist of a 12-foot wide inside lane, a 14-foot wide outside shared use lane, and one-foot wide railings on each side of the 10-foot wide shared use path.  Although additional ROW is required, no residential or non-residential structures would be displaced. Information concerning services and benefits available to affected property owners and information about the tentative schedule for ROW acquisition may be obtained from the district office at the address listed below.

The proposed project crosses the 100-year floodplain associated with Bear Creek and its tributary.  The proposed project would permanently impact 1,085 linear feet (0.24 acre) of the intermittent tributary to Bear Creek and approximately 7.86 acres of Crosstimbers Woodland and Forest and 1.32 acres of Riparian vegetation.

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been carried-out by TxDOT pursuant to 23 U.S.C 327 and a Memorandum of Understanding dated December 16, 2014, and executed by the Federal Highway Administration and TxDOT.
