Overview
Flooding is of course a large concern in the Houston area, given Hurricane Ike in 2008, Hurricane Harvey in 2017, and Tropical Storm Imelda in 2019 plus several other unnamed recent storms. The St. Emanuel drainage project, known as Segment 3B-1, will use huge concrete boxes plus a large detention pond to reduce flooding in the downtown and EaDo areas.
