NHHIP

Public engagement timeline

This timeline shows the Public Engagement history of the North Houston Highway Improvement Program, or NHHIP. Public meetings began in 2011 and continued for several years, including the Public Hearing for the Draft Environmental Impact Statement, or Draft EIS, in 2017. This process identified a Recommended Alternative for each of the NHHIP’s three segments and received public comments on the project. Meetings continued through 2018 to 2020, as TxDOT published NHHIP Technical Reports. These meetings included City of Houston Mayor Sylvester Turner’s Facilitation Effort meetings, project Traffic Focus Group meetings, and project Housing and Communities Focus Group meetings. TxDOT released the NHHIP’s Final Environmental Impact Statement, or Final EIS, in September 2020. TxDOT received more than 400 written comments on the FEIS from the public. The receipt of the Record of Decision in February 2021 constitutes TxDOT’s approval of the project’s Preferred Alternative identified in the Final EIS and now calls it the Selected Alternative. In March 2021, the Houston area Metropolitan Planning Organization passed its most recent resolution supporting the NHHIP. There have been 16 unanimous approvals to develop the project from this group from 2005 to 2021. In June 2021, TxDOT staff briefed the Texas Transportation Commission, or TTC, on the upcoming public comment period for the Unified Transportation Program, TxDOT’s 10-year planning document. The TTC, in August 2021, adopted the 2022 Unified Transportation Program, which included funding for the NHHIP. As of today, TxDOT continues coordination with Federal Highway Administration and local officials on an agreement needed to move the initial project segments forward.
