Westlake Drive/Cedar Street
Loop 360 Projects
This project consists of improvements to the intersections at Westlake Drive and Cedar Street, including removing the traffic signals on the Loop 360 mainlanes and adding an underpass (where the mainlanes go under the cross street) at both locations.
Lane closures
- Northbound and southbound Loop 360 between Pennybacker Bridge and Waymaker Way left lane closed
- Friday, Aug. 28, 9 a.m. to 3 p.m.
- Northbound and southbound Loop 360 between Pennybacker Bridge and Bold Ruler Way alternating single lane closures nightly
- Starting Saturday, Aug. 29 at 6 a.m.
Loop 360 mainlanes open Aug. 30
Loop 360 will open one lane in each direction. Drivers will stay in the left lane to bypass signals at Westlake Drive and Cedar Street. Drivers will exit right for access to Westlake Drive and Cedar Street. Non-signalized U-turns on the Westlake Drive bridge provide northbound and southbound Loop 360 access.
Construction activity
- Construction continues on Loop 360 mainlanes between Bold Ruler Way and Pennybacker Bridge through late-2026
- Excavation work takes place on weekdays between 7 a.m. and 7 p.m. and Saturdays between 9 a.m. and 3 p.m. while hauling work takes place during night hours

Schedule
Construction began in June 2022 and is expected to be complete late 2026, weather permitting.
Construction phases
Work on the Loop 360 Westlake Drive/Cedar Street project will take place in five phases:
- Phase 1 complete: Set up work zone and construct waterlines.
- Phase 2 ongoing: Construct new northbound and southbound connector roads, drainage systems and shared-use paths.
- Phase 3 ongoing: Construct Westlake Drive bridge and begin northbound and southbound mainlanes.
- Phase 4 ongoing: Construct Cedar Street bridge and complete northbound and southbound mainlanes.
- Phase 5: Perform final paving and striping and open to permanent traffic patterns.
