Segment overview

The project will add two high-occupancy-vehicle managed lanes in both directions, reconstruct Lady Bird Lake bridge and build a single-point urban interchange at Riverside Drive. It will enhance safety and connectivity with a pedestrian-only bridge at Woodland Avenue, bike and pedestrian paths along the corridor and will accommodate future Capital Metro routes.

Major impacts/activity

  • Eastbound Riverside Drive reduced to one lane between the southbound I-35 frontage road and Travis Heights Boulevard through mid-2026.
  • Kenwood Avenue at Riverside Drive will be closed through mid-2026.
  • East Avenue under the I-35 Lady Bird Lake bridge will be closed through mid-2026.
  • Access to the northbound I-35 frontage road just north of Riverside Drive will be closed through 2029. Drivers on the northbound I-35 frontage road will use the Riverside Drive bypass lane to continue north on the frontage road. Drivers on Riverside Drive will use the southbound I-35 frontage road to U-turn at Woodland Avenue and take the Riverside Drive bypass lane to access the northbound I-35 frontage road. Pedestrians will use the existing west pedestrian sidewalk on the southbound I-35 frontage road bridge to cross the Colorado River. In addition, temporary pedestrian signals have been installed on Riverside Drive at Manlove Street (east of I-35) and Edgecliff Terrace (west of I-35) to cross Riverside Drive.

The map covers I‑35 between Woodland Avenue and Holly Street and shows Riverside Drive, the I‑35 mainlanes and frontage roads, and detour routing northbound frontage road traffic to a Riverside Drive bypass lane to continue north. Northbound frontage road traffic across the Lady Bird Lake bridge will be reduced to one lane. The legend indicates the northbound I-35 frontage road access and pedestrian access. The map shows that the northbound I-35 frontage road is closed to through traffic at Riverside Drive. Woodland Avenue is closed to through traffic under I‑35; drivers traveling northbound on the frontage road will need to use a new Riverside Drive bypass; drivers traveling eastbound or westbound on Riverside Drive must use the southbound I-35 frontage road and U-turn at Woodland Avenue and take the bypass lane;  pedestrians crossing I‑35 at Riverside Drive can use new temporary pedestrian signals; pedestrians crossing Lady Bird Lake can use the west pedestrian sidewalk on the southbound I-35 frontage road bridge; pedestrians crossing I-35 at Riverside Drive can use the south sidewalk. The map covers I‑35 between Riverside Drive and Oltorf Street and shows Woodland Avenue, U turns, I‑35 frontage roads, and detour routing at Oltorf Street and Riverside Drive for through traffic. The legend indicates the Woodland Avenue closure, driver detour routes, north-to-south U-turn, south-to-north U-turn, the pedestrian detour, and major cross streets. The map shows that Woodland Avenue is closed to through traffic under I‑35; drivers traveling eastbound or westbound along Woodland Avenue must use the frontage roads and make U‑turns at Riverside Drive or Oltorf Street; U-turns are now open; and pedestrians crossing I‑35 at Woodland Avenue are redirected to the Oltorf Street bridge. Trails and waterway impacts

  • Continuous closures of trails and waterway near the Lady Bird Lake bridge are limited to three times per year, each lasting no more than one week. Intermittent closures for construction activities will occure as needed in addition to nightly closures in line with curfew.
  • The Holiday Inn boat ramp on the north shore of Lady Bird Lake, west of I-35, will be limited to emergency vehicles only through 2033.
  • Long-term trail detour along the north shore of Lady Bird Lake west of I-35 through 2033.
  • The existing east pedestrian path at Lady Bird Lake and northern sidewalk on Riverside Drive will be closed through 2029.

This is a moderately complex navigation of pedestrian closures and detours near Riverside Drive and the northbound I-35 frontage road just north of Riverside Drive as part of the I‑35 Capital Express Central project. The map covers I‑35 between Flores Street and Riverside Drive, showing the boardwalk ramp entrances east and west of I-35. Pedestrians crossing Lady Bird Lake at I-35 will need to navigate to the west sidewalk on the bridge by following the detour on Riverside Drive. Pedestrians can use new temporary signals at Manlove Street and Edgecliff Terrace to cross Riverside Drive.  The legend indicates pedestrian access closed, pedestrian detours, pedestrian paths and staircase. The map shows that the existing east pedestrian path at Lady Bird Lake and the northern sidewalk on Riverside Drive are closed as well as the boardwalk ramp at I-35.   • Waterway access under the I-35 bridge limited to a 75-foot-wide passage away from work zones through 2033.

A 75-foot open passage in the middle of the bridge allows waterway users to travel east–west underneath the bridge. Restricted construction zones are located on both sides of the open passage and on both sides of the bridge, with no-wake zones beyond them.
