The virtual public meeting will be posted on Tuesday, March 14, 2023, at 5:30 p.m. through Wednesday, March 29, 2023. Please note, this is not a live event. The materials can be viewed at your convenience.

Additionally, TxDOT is providing an in-person meeting option for individuals who would like to participate in person instead of online. In-person attendees will be able to review the same materials and presentation as the online public meeting.

Purpose TxDOT is proposing to widen SH 114 from International Parkway to Riverside Drive in Dallas and Tarrant counties, Texas.
Description

The proposed improvements consist of widening 7.1 miles of SH 114 from International Parkway to Riverside Drive located within the cities of Irving and Grapevine, Dallas and Tarrant counties, Texas.

The design changes proposed for this project include:

  • Widening from East of Rochelle Boulevard to State Spur 348 from four to six general purpose lanes
  • Reconstructing the two concurrent managed lanes

The proposed design changes to this project from State Spur 348 to International Parkway will include:

  • Widening from six to eight general purpose lanes
  • Reconstructing two concurrent managed lanes from State Spur 348 to SH 161
  • Constructing two concurrent managed lanes from SH 161 to International Parkway

This project will also include:

  • Reconstructing/widening the existing four/six to four/eight continuous frontage roads from east of Rochelle Boulevard to Beltline Road and from Esters Road to Freeport Parkway
  • Reconstructing/widening existing two-lane frontage road from Beltline Road to Esters Road
  • Reconstructing/relocation and adjustments to highway access ramps
  • Direct connectors
  • Auxiliary lanes
  • A 10-foot-wide shared use path on both sides of SH 114 for bicycle and pedestrian accommodations

The existing right-of-way width ranges from 300 to 680 feet along the roadway and the proposed right-of-way width ranges from 330 to 690 feet. At intersections, existing and proposed right-of-way width ranges from 600 to 1,500 feet. Although additional right-of-way would be required, no residential or non-residential structures are anticipated to be displaced at this time.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by the Federal Highway Administration and TxDOT.
