S.M. Wright Freeway traffic shift between Metropolitan Avenue to AL Lipscomb Way
July 2024
Northbound and southbound S.M. Wright Freeway between Metropolitan Avenue to Al Lipscomb Way will be shifted into a new traffic pattern with one lane in each direction on Tuesday, July 16, weather permitting.
The intersections at Pennsylvania Avenue, Martin Luther King Jr. Boulevard, and Al Lipscomb Way will operate with stop signs until permanent traffic signals are complete.
Al Lipscomb Way closure between Cesar Chavez Boulevard to Good Latimer Expressway
October 2023
Eastbound traffic will turn left onto Harwood Street, then turn right onto Hickory Street, then right on to Good Latimer Expressway, and turn left to return to Al Lipscomb way.
Westbound traffic will turn right onto Good Latimer Expressway, then turn left onto Hickory Street, and turn left onto Harwood Street, and turn left to return on Al Lipscomb way.
Martin Luther King Jr. Boulevard closure and traffic shift between Malcom X Boulevard to Cleveland Street
October 2023
Weather permitting, Martin Luther King Jr. Boulevard will be closed overnight between Malcolm X Boulevard to Cleveland Street on October 2, 2023, at 8 p.m. through October 3, 2023, at 5 a.m.
Al Lipscomb Way closure
August 2023
Eastbound traffic will turn left onto Harwood Street, then turn right onto Hickory Street, then right on to Good Latimer Expressway, and turn left to return to Al Lipscomb Way.
Westbound traffic will turn right onto Good Latimer Expressway, then turn left onto Hickory Street, and turn left onto Harwood Street, and turn left to return on Al Lipscomb Way.
Eastbound and Westbound Pennsylvania Avenue closure
August - September 2023
Eastbound traffic will turn right onto Southbound US-175 service road and take a U-turn on Metropolitan Avenue, then take a left on Northbound US-175 service road.
Westbound traffic will turn right onto Kimble Street and turn left on Martin Luther King Jr. Boulevard, then take a left on Southbound US-175 service road.

Al Lipscomb Way closure between Good Latimer Expressway and Cesar Chavez Boulevard

Westbound traffic will turn right onto Good Latimer Expressway, then turn left onto Hickory Street, and turn left onto Harwood Street, and turn left to return on Al Lipscomb Way.
Closure of southbound Good Latimer Expressway right lane
March - April 2023
Weather permitting, the right lane of southbound Good Latimer Expressway and access to westbound AI Lipscomb Way will be closed March 18 to April 1 for construction.
Southbound traffic on Good Latimer Expressway intending to turn right and go west on AI Lipscomb Way will use detour of turning right on to Hickory Street, and turn left on to Cesar Chavez Boulevard to continue to AI Lipscomb Way.
Closure of eastbound and westbound Pennsylvania Avenue from northbound US-175 service road to southbound US-175 service road
February - March 2023
Weather permitting, east- and westbound Pennsylvania Avenue from northbound US-175 service road to southbound US-175 service road will close February 18 to March 2 for construction work.
Eastbound traffic will turn right onto southbound US-175 service road and take a U-turn left on Pine Street, then take a right on northbound US-175 service road.
Westbound traffic will turn right onto Kimble Street and turn left on Martin Luther King Jr. Boulevard, then take a left on southbound US-175 service road.
Construction begins
TxDOT announced construction work will begin for the S.M. Wright Phase II Reconstruction Project with advance utility work starting on July 6. That work should be complete in August.
Construction will consist of relocation of the city water lines in the area from S.M. Wright Parkway to Colonial Avenue west of I-45. The work will primarily consist of two (2) phases beginning from US 175 to I-45 along Martin Luther King Boulevard for approximately two (2) weeks and then the remainder of the work from I-45 to Colonial Avenue. This work also includes water line relocation along S Harwood Street and will consist of daily one lane closures during construction, when required.
Nightwork is scheduled from 9:00 PM to 5:00 AM for asbestos and lead paint abatement on the north and southbound I-45 overpass structures at Pennsylvania Avenue. This work will have various lane closures adjacent to the work area, when required.
The work will be split into three (3) phases during the abatement process:

Phase 1 will affect traffic along the frontage roads, u-turns, and lanes along Pennsylvania Avenue on the north side of the intersection.

Phase 2 will affect traffic along the frontage roads, u-turns, and lanes along Pennsylvania Avenue on the south side of the intersection.

Phase 3 will affect traffic along I-45, including the outside lane and closure of the Lamar Street exit ramp nightly.
