7.5.1 General Characteristics

Arterials in urban areas carry large or moderate traffic volumes with their design varying from fully controlled access freeways to two-lane streets
A principal objective for an arterial in an urban area should be mobility of all users in an appropriate balance for the context of the facility and the appropriate degree of service to local development. The type of arterial selected is closely related to the level and quality of service desired for all users and to the context in which it is located.
