7.1 Overview

Final Design is the phase of project development that occurs after the Preliminary Engineering phase (see ) and includes the development of detailed and final PS&E. The final design phase results in a set of PS&E that is “ready to let” (RTL). Final design activities occur after a project has been granted DEVELOP authority as discussed in .
