8.1.3 Design Speed

The design speed of freeways should reflect the anticipated operating conditions during non-peak hours.
However, the design speed should not exceed the limits of prudent construction, right of way (ROW) constraints, and socioeconomic costs. Minimum design speeds for freeways are shown in Appendix A.
