24.2 Fencing
24.2.1 Overview
This section discusses the features and design criteria for fencing and includes the following subsections:
- ROW; and
- Control of Access Fencing on Freeway
24.2.2 Property Fencing on ROW
Procedures for fencing highway ROW are in Chapter 8 of TxDOT’s
. Where additional ROW is not required for construction of improvements of existing highways, ROW (property) fencing is the responsibility of the landowner. Where additional ROW is required, the replacement or reestablishment of privately owned property fences along the ROW is handled as a cost to cure item. Construction, maintenance and ownership of the fence is vested with the landowner.
24.2.3 Control of Access Fencing on Freeway
Control of access fence should be erected whenever it is necessary to prohibit unrestricted access to the through lanes by pedestrians, animals, and/or vehicles. The prohibition of access to the through lanes should be from private property, intercepted local roads, and unauthorized crossings from frontage roads to the through lanes.

Specially designed fences may be necessary in certain areas where sandstorms and snowstorms occur and where other special conditions exist. Control of Access fencing is constructed and maintained by the State.

1. Where frontage roads are provided, control of access fence, when used, should be placed in the outer separation approximately halfway between the mainlanes and frontage roads and at least 30-ft from the edge of mainlane pavement. Where the control of access line is at the ROW line, the control of access fence may be located at the ROW line and will serve a dual function as a ROW fence. |
