Transportation Planning and Programming Division Director

Humberto "Tito" Gonzalez Jr., P.E., serves as director of Transportation Planning and Programming.

Gonzalez started his TxDOT career as a summer intern in 1999. After graduation in 2003, he joined the TxDOT Laredo area office, where he served as a construction project engineer on several large-scale mobility projects for the area. In 2006, he transferred to the District Transportation, Planning & Development Section, where he served as a design engineer and team lead. In 2007, he attained his Professional License in Engineering from the Texas Board of Professional Engineers.

In 2012, Gonzalez was appointed as the Laredo District design engineer. Where he supervised the PS&E development, utilities, and bridge sections and oversaw the accelerated development of $200M of rehabilitation projects. During this time, he also began serving as the chairperson for the district’s Young Engineers Council to mentor engineers.

In 2015, Gonzalez accepted a position in the private sector as a senior project manager. He also served as a board member for the Laredo Chamber of Commerce. In 2019, he returned to the TxDOT Laredo District, where he served as the director of Transportation Planning & Development and managed a record high $1.63 Billion 10-Year UTP for the District. In 2020, he was appointed to the Laredo-Webb County Metropolitan Planning Organization Policy Committee.

In 2022, Gonzalez was appointed as the deputy district engineer for the Laredo District, where he oversees the day-to-day operations for the eight counties within the district while managing the unique transportation and international trade challenges along the border region to help improve the safety and reliability of the district's transportation network.

Gonzalez is a 2003 graduate of Texas A&M University at College Station, where he received a bachelor of science degree in civil engineering. In 2010, he received his MBA from Texas A&M International University in Laredo.
