Scientific Services Projects - Requests for Proposals

The Environmental Affairs Division (ENV) manages its contracts by issuing requests for proposals (RFPs) to solicit proposals from service providers. ENV issues contracts pursuant to the Texas Transportation Code, Chapter 223, Subchapter D, and 43 TAC §§9.80-9.88. When RFPs are available, service providers may receive a copy of the RFP downloading from the Electronic State Business Daily (ESBD) after the RFP is posted. A letter of interest (LOI) must be submitted upon downloading the RFP.

Historic Resource Identification, Evaluation and Documentation Services

Texas Department of Transportation’s (TxDOT’s) Environmental Affairs Division (ENV) anticipates issuing a Request for Proposal (RFP) soliciting proposals for up to five (5) indefinite delivery contracts. Services to be provided include non-archeological historic resource studies related to compliance with Sections 106 and 110 of the NHPA (36 CFR 800) and Section 4(f) of the DOTA (23 CFR 774), including non-archeological historic resources, research and documentation efforts leading to historic context statements, nominations to the National Register of Historic Places, HABS/HAER documents, and other mitigation activities such as creating, managing or updating inventories of non-archeological historic properties. Services may be acquired on a statewide basis. The RFP announcement and notice of request for letters of interest will be posted on this website May 9, 2016. RFPs will not be released prior to posting to this website.

Archeological Survey Services

Texas Department of Transportation’s (TxDOT’s) Environmental Affairs Division (ENV) anticipates issuing a Request for Proposal (RFP) soliciting proposals for one (1) indefinite delivery contracts for the archeological survey and related services. If is for the performance of archeological survey and related archeological services to fulfill TxDOT’s obligations under the National Historic Preservation Act, as amended (16 U.S.C. §470) and the Texas Antiquities Code (Title 9, Chapter 191, Texas Natural Resources Code). These services are required for transportation activities under federal and state statutes as set forth in a Memorandum of Understanding (MOU) between the Texas Historical Commission (THC) and the TxDOT and the First Amended Programmatic Agreement among the Federal Highway Administration, the Texas Department of Transportation, the Texas State Historic Preservation Officer, the Advisory Council on Historic Preservation regarding the Implementation of Transportation Undertakings (PA-TU). The RFP announcement and notice of request for letters of interest will be posted on this website during late fall/early winter 2016. RFPs will not be released prior to posting to this website.

Environmental Documentation Services

Texas Department of Transportation’s (TxDOT’s) Environmental Affairs Division (ENV) anticipates issuing a Request for Proposal (RFP) soliciting proposals for up to six (6) indefinite delivery contracts for the production of environmental documentation and other environmental services. Services include production of environmental documentation that includes categorical exclusions, environmental assessments, quality assurance/quality control, performing environmental and support services for transportation activities identified under 23 CFR 771, 43 TAC Part 1, Chapter 2 and other regulations related to compliance with federal and state environmental standards. The RFP announcement and notice of request for letters of interest will be posted on this website during winter 2016. RFPs will not be released prior to posting to this website.
