Regional mobility authorities

A regional mobility authority (RMA) is a political subdivision formed by one or more counties to finance, acquire, design, construct, operate, maintain, expand or extend transportation projects. These projects may be tolled or non-tolled. See TxDOT's RMA handbook or the 2019-2020 Educational Series for more information.

Reports

Annual reports to the commission

Each year, the Texas Transportation Commission requires RMAs to submit a compliance report and a project report. There are specific requirements for each report.

Compliance report requirements

Per 43 Texas Administrative Code (TAC) §26.65(a), RMAs must submit a compliance report to the TxDOT executive director within 150 days after the end of the RMA fiscal year. The following files should be filled out and sent to TxDOT:

Project report requirements

Per 43 TAC §26.65(b), No later than Dec. 31 of each year, RMAs must submit to the Texas Transportation Commission a written report that describes the progress made during the year on each transportation project or system of projects of the RMA, including the initial project for which the RMA was created.
