Authorizations and approvals
The Texas Transportation Commission (TTC) authorized the issuance for detailed proposals in Minute Order 111169 on December 13, 2007.
On January 29, 2009, the selection of best-value proposal was conditionally awarded to NTE Mobility Partners by the TTC in Minute Order 111661 for the construction of a proposed facility under the Segments 2-4 comprehensive development agreement.
Toll designations for NTE were authorized by the TTC for Segment 1 in Minute Order 111814 on May 28, 2009, and for Segment 2 to in Minute Order 112077 on December 17, 2009.
RFP documents
On March 3, 2008, TxDOT issued the original request for proposal documents to the short-listed proposers. TxDOT issued twelve subsequent addenda. These RFP documents are available below.
