The virtual public meeting will be posted on the Keep It Moving Dallas webpage beginning Tuesday, July 11, 2023, by 5:30 p.m.  Please note, this is not a live event. The materials can be viewed at your convenience.

The virtual meeting will consist of a pre-recorded video presentation and will include both audio and visual components. To log onto the virtual public meeting, go to the project website during the dates and times indicated. If you do not have internet access, you may call 214-320-4431 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process. Please note the materials will not be available until July 11, 2023 at 5:30 p.m.

In-person attendees will be able to view the same presentation delivered in the online public meeting which will be playing on a screen, review project materials, ask questions of TxDOT staff and/or consultants, and leave written comments.

Purpose The Texas Department of Transportation (TxDOT) and Kaufman County are proposing the reconstruction and widening of FM 740 / FM 548 from IH 20 to FM 1641 in Mesquite and Forney within Kaufman County. This notice advises the public that TxDOT will be conducting an in-person and online virtual public meeting on the proposed project.
Description

The proposed project includes reconstruction and widening of FM 740 / FM 548 from a two-lane rural roadway to a four-lane divided urban roadway with raised medians, curb and gutter, a bridge widening at the Mustang Creek crossing, and a 10-foot-wide shared-use path on both sides of the road for approximately 4.04 miles. The roadway passes through the cities of Mesquite and Forney. The existing FM 740 / FM 548 right-of-way (ROW) width ranges from 60-feet (along FM 740) to 150-feet in width (along FM 548). Where proposed ROW is needed, the width is generally 130-feet wide.

The proposed project would, subject to final design consideration, require approximately 8.5 acres of additional ROW and potentially displace 3 residential and 1 business structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for ROW acquisition and construction, can be obtained from the TxDOT Dallas District office by calling (214) 320-6675 or online at the project website.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Dallas District office at 4777 East Highway 80 Mesquite, Texas 75150. Project materials will also be available online at the project website.

Accessibility The virtual public meeting and in-person option will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by the Federal Highway Administration and TxDOT.
