Notice Affording Opportunity for Public Hearing - US 77

Purpose: TxDOT, in conjunction with the Victoria Metropolitan Planning Organization (MPO), is offering the opportunity to request a public hearing covering the social, economic, and environmental effects of the proposed US 77 (Zac Lentz Parkway) project.

Any interested citizen may request a public hearing. Requests must be submitted in writing on or before July 3, 2015, to:

If such a request is received, a public hearing will be scheduled. Adequate notice will be published to announce the date and location of the hearing.

Description: The proposed project would add two lanes to create a four lane divided facility on US 77 (Zac Lentz Parkway) from 0.52 mile east of FM 1685 to 1.04 miles west of US 87 northwest of the City of Victoria, Victoria County, Texas. The total distance is approximately 2.49 miles.

The existing facility consists of a two-lane roadway with 12-foot travel lanes and 8-foot shoulders. The existing right of way (ROW) width is approximately 350 feet.

The proposed project would widen this section of US 77 from two lanes to four lanes providing:
  • 12-foot travel lanes (two in each direction)
  • 10-foot outside shoulders
  • 4-foot inside shoulders
  • 10-foot median
The roadway expansion would take place on the southeast side of the highway. Seven new bridges would be constructed adjacent to the existing bridge structures.

The purpose of the proposed project is to increase mobility by improving the roadway to match the four-lane divided sections to the north and south of the project limits. Additional features of the proposed project include:
  • Improved safety
  • Takes place in the existing ROW; no additional ROW is required
  • Does not require residential or non-residential displacements
  • Traverses the 100-year floodplain associated with the Guadalupe River
  • Crosses two Waters of the U.S. and three potentially jurisdictional wetlands
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
