Purpose:
The purpose of the hearing is to discuss the proposed improvements to FM 2650. This hearing will be conducted in accordance with Chapter 26 of the Texas Parks and Wildlife Code to allow the public the opportunity to review the project details specifically as they relate to the North Texas Rural Rail Transportation District and provide comments. The public hearing will begin with an open house at 4:30 p.m. followed by a formal presentation at 5:30 p.m. All comments must be submitted within 10 days after the public hearing, postmarked on or before Dec. 8, 2016.
Description:
The proposed project consists of extending culverts and widening the pavement width on FM 2650 from two 10-foot lanes with no shoulders to two 12-foot lanes with 8-foot shoulders. The project includes improvements to existing centerline structures and numerous driveways. Driveways would be upgraded with improved pipe, guardrail and safety end treatments. Approximately 0.4225 acre of additional right of way (ROW) would be required for the proposed project of which 0.0836 acre would be needed from the North Texas Rural Rail Transportation District (NTRRTD).
The proposed project would require acquisition of public land designated and used as a recreational trail. A total of 0.0836 acre of the NTRRTD is within the proposed ROW of the project. Proposed work within the recreational trail boundary would include a culvert replacement to the east of FM 2650 to provide for improved drainage along FM 2650 underneath the recreational trail. The addition of shoulders and culvert replacement would allow for improved trail conditions crossing FM 2650.
The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
