Purpose: The City of San Antonio in partnership with TxDOT invites you to a public hearing for proposed improvements to Callaghan Road from I-410 to Spur 421 (Bandera Road). Project staff will be on hand to answer questions and provide information during the open house. A formal presentation and citizen comment period will begin at 6 p.m.

All interested persons are invited to attend the public hearing and provide comments. Written and verbal comments are requested and must be received on or before Friday, June 5, 2015 for inclusion in the official hearing record. The public hearing will be conducted in English. Persons with special communication, accommodation or interpreter needs are encouraged to contact Transportation & Capital Improvements at (210) 207-8154. Requests should be made at least two days prior to the public hearing. Every reasonable effort will be made to accommodate special needs.
   
Description: The road consists of a two-to-six-lane roadway with dilapidated curbs and narrow sidewalks. The proposed project would improve Callaghan Road from I-410 to Spur 421 (Bandera Road). Proposed improvements include:
  • Widen to a four-lane roadway with a continuous left center turn lane
  • Install new traffic signals at all existing signalized intersections
  • Construct curbs and sidewalks
  • Add a 10-foot-wide shared-use path
  • Improve the surface and storm drainage system
The purpose of the proposed project is to improve mobility, operational efficiency and surface and storm drainage systems.

The proposed improvements would require approximately 0.65 acres of additional right of way, 0.10 acres of permanent easements and 0.45 acres of temporary construction easements. The proposed project would not require the relocation of any residences or commercial structures. However, partial acquisition (i.e. loss of frontage or parking) would be required from 31 parcels. Information about the TxDOT Relocation Assistance Program, including information about the tentative schedule for right-of-way acquisition and construction may be obtained from the Transportation & Capital Improvements Acquisition Office.

The proposed project would cross one ephemeral drainage feature at Postwood Drive; it is expected that work at this crossing would qualify under Nationwide Permit 14 without a Preconstruction Notification to the U.S. Army Corps of Engineers. In addition, the project would traverse the 100-year floodplain.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
