Notice Affording Opportunity for Public Hearing - Loop 1604 from US 90 to FM 1957 (Portranco Road)
Purpose: | TxDOT is proposing improvements to Loop 1604 from US 90 to FM 1957 (Potranco Road). Improvements are needed due to congestion along Loop 1604. The proposed project would construct both mainlanes and frontage roads throughout the project area in order to convert the existing roadway to a four-lane expressway (non-toll lanes) with continuous frontage roads. |
Description: | In order to accomplish this, the existing northbound mainlanes would be converted to a continuous northbound frontage road. The existing southbound mainlanes would be converted to northbound mainlanes, and new southbound mainlanes and southbound frontage roads would be constructed. The proposed project would also include the construction of grade separations at major intersections located within the project limits (and overpasses or underpasses to separate traffic at the intersections of Marbach Road and Dove Canyon) as well as a direct connector from southbound LP 1604 to eastbound US 90. The proposed improvements would require no new ROW or additional easements. Only existing ROW and existing easements would be needed in order to accommodate the proposed improvements; therefore, there will be no displacements.
No wetlands were identified within the existing ROW or easements; therefore, no wetlands would be impacted. The proposed project is not located within the Edwards Aquifer Contributing, Recharge or Transition Zones; therefore, the Edwards Aquifer rules do not apply. Portions of the proposed project are located within a Federal Emergency Management Agency (FEMA) designated 100-year floodplain. The hydraulic design for this project would be in accordance with current Federal Highway Administration (FHWA) and TxDOT design policies. The facility would permit the conveyance of the 100-year flood, inundation of the roadway being acceptable, without causing significant damage to the facility, stream, or other property. The proposed project would not increase the base flood elevation to a level that would violate applicable floodplain regulations and ordinances. Coordination with the local Floodplain Administer will be required. Maps showing the project location and design, environmental document, tentative construction schedules, and other information relative to the project are on file and available for inspection Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. at the TxDOT San Antonio District Office located at 4615 NW Loop 410, San Antonio, TX 78229. The environmental review, consultation and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT. |
Deadline: | Any interested citizen may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Tuesday, April 26, 2016, to the TxDOT District Office, Environmental Coordinator, 4615 NW Loop 410, San Antonio, TX 78229. |
