Purpose:

TxDOT, with support from the Grayson County Regional Mobility Authority (GCRMA), is proposing to construct a new roadway from County Road (CR) 60 to Farm-to-Market Road (FM) 121 in Grayson County, preliminarily referred to as the Grayson County Spur Road. The purpose of the public meeting is to to discuss and receive public comments on proposed alignments for the proposed project. Representatives from TxDOT and project consultants will be available to answer questions about the proposed project, including the evaluation of alternatives, potential right-of-way needs, and next steps in project development. The public meeting will be held in an open house format from 5:30 p.m. to 7:30 p.m., and will include a brief project overview presentation beginning at 6:30 p.m.

Description:

The public meeting will present exhibits showing several preliminary alternative alignments for a proposed TxDOT new location, two-lane, undivided state roadway from CR 60 (near the Denton/Grayson County Line), north to FM 121 (west of the City of Gunter), a distance of approximately 4.3 miles. The Grayson County Spur Road would improve transportation efficiency by connecting to the planned extension of the Dallas North Tollway to CR 60, providing connectivity to FM 121 and ultimately FM 902 in south-central Grayson County. The proposed project would be constructed as a two-lane undivided facility within a proposed right-of-way width of 130 feet. It is also expected that the proposed two-lane roadway could eventually be adopted by the GCRMA as part of a controlled access, six-lane, high-speed tollway, if warranted by transportation demand. If that occurs, the proposed Grayson County Spur Road would serve as non-tolled access lanes for the ultimate facility. The purpose of the proposed roadway is to improve the transportation system that connects southern Grayson County to the northern edge of the expanding Dallas-Fort Worth (DFW) metropolitan area, thereby improving mobility between proposed centers of residential and commercial development within Grayson County and the DFW region. The study associated with this roadway project includes identifying, developing, and evaluating alignments for engineering feasibility, and providing environmental documentation to reporting assessments of potential social, environmental, and economic effects in accordance with the National Environmental Policy Act (NEPA). A decision on a locally-preferred alternative design would be subject to approval by the TxDOT Design Division.

Written comments submitted after the public meeting must be postmarked on or before Tuesday, April 4, 2017, to be included in the documentation of the public meeting.

Persons interested in attending the meeting who have special communication or accommodation needs are encouraged to contact the TxDOT Paris District Public Information Office at (903) 737- 9213 at least two days prior to the meeting. Because the public meeting will be conducted in English, any requests for language interpreters or other special communication needs should also be made at least two days prior to the public meeting. TxDOT will make every reasonable effort to accommodate these needs.

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been carried-out by TxDOT pursuant to 23 U.S.C 327 and a Memorandum of Understanding dated December 16, 2014, and executed by the Federal Highway Administration and TxDOT.
