Notice of Availability - FM 521 Improvements

Purpose:

TxDOT proposes to widen and extend Airport Boulevard from Hiram Clarke Road to FM 521 in southwest Houston, Harris County, Texas. The proposed project would include the construction of additional travel lanes, bicycle lanes, pedestrian sidewalks and a raised median with dedicated left-turn lanes at selected intersections. The first part of the meeting will be an open house format so citizens may come and go at their convenience, followed by a formal presentation and comment period.

Description:

     

  • Approximately 13.2 acres of additional right of way would be required
  • This project was initially evaluated with a state environmental assessment and a public hearing was conducted; however, based on the recent inclusion of federal funding, this document has been prepared in accordance with the procedural provisions of the National Environmental Policy Act. No design modifications have occurred since the previous public hearing held on May 7, 2015.
  • This includes a total of 1.67 acres out of 45.75 acres of Almeda Road Nature Preserve
  • This project includes railroad overpasses at the Union Pacific Railroad crossings on FM 2234 and FM 521 in the nature preserve/park boundary

To avoid noise impacts that may result from future development adjacent to a proposed highway project, a traffic noise analysis is included in the final EA, which includes predicted noise impact contours for currently undeveloped areas. These impact contours are intended as a general guide to assist local planning officials and developers plan and construct new activities in locations that would not result in traffic noise impacts. On the date of approval/clearance of an EA/FONSI (including the traffic noise analysis) for a proposed highway project, TxDOT is no longer responsible for providing noise abatement for new development.

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
