TxDOT is also providing an in-person meeting option for individuals who would like to participate in person, instead of online. The in-person meeting will be conducted as an open house, a come-and-go style meeting, and attendees will be able to review the same materials and presentation as the online public meeting.

Purpose TxDOT will be conducting a virtual public meeting with an in-person option to present the revised design for the proposed SL 390/US 59 Relief Route (future I-369) project. The limits of the proposed project would extend from 0.7 mile north of US 80 to I-20 in Harrison County and include improvements to approximately three miles of I-20 from 0.55 mile east of US 59 to FM 31/Elysian Fields Road. This public meeting will present the latest project design, which has been revised since the August 2021 public meeting. The main project changes include shortening the project to no longer extend past I-20, improving approximately 3 miles of I-20, and revising the design to further minimize impacts to the water resources.

The proposed improvements would include:

  • Construction of a new location controlled-access freeway with two 12-foot mainlanes in each direction with inside and outside shoulders and grassy medians
  • One-way frontage roads with two 12-foot travel lanes on either side of the proposed roadway and along I-20
  • On- and off-ramps throughout the length of SL 390
  • Reconstruction of 3 miles of the main lanes along I-20
  • Bridges would be constructed over Eight Mile Creek, Parker Creek, and associated tributaries
  • Improvements to existing cross-streets include:
    • Construction of an underpass at US 80, Buck Sherrod Road, and I-20
    • Construction of a double roundabout at FM 31/Elysian Fields Road

The proposed project is anticipated to require approximately 563 acres of new right of way.

Accessibility The virtual public meeting and in-person option will be conducted in English, with some materials provided in Spanish. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. If you need interpretation or translation services or you are a person with a disability who requires an accommodation to attend and participate in the virtual public meeting or in-person option, please contact the TxDOT Atlanta District at 903-799-1309 no later than 4 p.m. CT, Tuesday, Aug. 29, 2023. Please be aware that advanced notice is required as some services and accommodations may require time for TxDOT to arrange.
