Purpose:

The purpose of the public meeting is to present proposed improvements to Segment B-2 of the SL 335, from FM 2590 to SW 9th Avenue in Potter and Randall counties.

Description:

TxDOT, in conjunction with the City of Amarillo and the Amarillo Metropolitan Planning Organization will conduct a public meeting for the proposed SL 335, sub-segment B-2, from FM 2590 to SW 9th Avenue in Potter and Randall counties.

The proposed project consists of a new location freeway section (with frontage roads, ramps, grade separations over intersecting cross streets, a 4 mainlane section with a provision for future expansion to an ultimate 6 mainlane section), the construction of the interchange of I-40 with SL 335 (with a frontage road system, a proposed I-40 mainlane bridge, and a proposed SL 335 mainlane bridge), and improvements along I-40 to the mainlanes, ramps and frontage roads for the proposed interchange. Additionally, the proposed right of way will also accommodate future direct connectors associated with the I-40 and SL 335 interchange.

The project, as proposed, would require right-of-way acquisition from the Amarillo Helium Plant property located at Helium Road and Amarillo Boulevard. The Helium Plant was previously determined eligible for listing in the National Register of Historic Places for its association with the federal government’s helium program as the headquarters and primary research laboratory. Section 106 of the National Historic Preservation Act of 1966 and Section 4(f) of the Department of Transportation Act of 1966 require that steps be taken to analyze all possible alternatives and avoid, minimize or mitigate the adverse effects of this transportation project on the Helium Plant property.

TxDOT, the Texas Historical Commission, and the Advisory Council on Historic Preservation are developing a Memorandum of Agreement (MoA) that will meet the legal obligations of Section 106 and Section 4(f). Preservation Texas, the Amarillo Historic Preservation Foundation, the Society for Industrial Archeology, and the National Trust for Historic Preservation have provided valuable input during this process and are consulting parties in the MoA.
