Section 402 funds are used to support countermeasure strategies and projects identified in state Highway Safety Plans (HSPs). This includes resources to initiate new projects and catalyze or accelerate existing projects to address major safety issues with well-planned strategies and leverage additional state and local investment in highway safety.
