In Chapter 2, Section 3 expands a description of the eligibility ratio for State cost participation to consider costs incurred for utility relocations outside the existing and proposed highway right of way.

In Chapter 8, Section 2 expands the factors Districts may use to determine State participation eligibility ratios for utility relocation cost to include certain costs for adjusting facilities outside the existing and proposed highway right of way and further describes the information that must be submitted to Districts to justify the consideration of those factors.
