Purpose

The purpose of this revision is to update the ROW Property Management Manual
to align with SB1869 and HB2518 passed in the 88th Texas Legislative Session.

Changes

Changed the dollar amount for transactions dealing with surplus property which require approval by the governor and attorney general in:

Chapter 1, Section 3,

Initial Procedures for all Dispositions

Chapter 1, Section 4,

Sale of Right of Way (Fee Simple) No Longer Needed for State Highway Purpose to a GE under the Statutory Priority

Chapter 2, Section 3,

Sale of Site and Any Improvements No Longer Needed for a State Highway Purpose to a GE

In Chapter 4,

Leasing

, added HB2518 performance and payment bond language.

Removed references to ROWIS which is no longer used, and made minor clarifications.
