Purpose
The
Use of Right of Way by Others Manual
 has been revised to reflect changes to Multiple Use Agreements (MUAs).
Chapter 2- Section 3:
This section on MUAs was edited to:
  • remove the annual inspection requirement,
  • outline inspection and review requirements during agreement review and installation,
  • clarify which attachments are needed for MUAs,
  • explain MUA execution and routing,
  • add new requirement to do annual verifications of parking lot MUAs to ensure government entities are not profiting off the right of way, and
  • add the requirement for Maintenance Division to upload executed MUAs to OnBase and an internal GIS map.
Chapter 3- Section 9: This section on MUAs was edited to:·
  • Remove the need for additional lead time to due the State Comptroller’s Office and the Attorney General’s office on the bond. SB 995 in the 89th Legislature removed the need for the bond to be approved by the CPA & AG’s office.
