The Traffic and Safety Analysis Procedures Manual provides guidelines regarding traffic and safety analysis for Texas Department of Transportation (TxDOT) projects. It supports various project development stages, including planning, preliminary schematics, and final/approved schematics and design. Its primary purpose is to provide guidance regarding scoping, conducting, and reporting traffic and safety analyses.
Content
The Traffic and Safety Analysis Procedures Manual provides procedural guidelines for traffic and safety analysis, including intersection analysis. It is organized in the following four parts:
- Part A consists of fundamentals. It includes Project Scoping, Data Collection, Traffic Volume and Forecasting, Traffic Analysis Methodology, Tools, and Measure of Effectiveness, Safety Analysis Concepts, and Safety Analysis, Methodologies, and Tools.
- Part B presents general analysis types. It includes guidelines on Project and Corridor System Planning, Alternatives Analysis, Segment Analysis, Intersection Analysis, Interchange Analysis, and Roundabout Analysis. The purpose of this chapter is to provide guidance on conducting operational analysis, safety analysis and cost-benefit analysis of intersections. This part provides information on intersection and interchange types, including roundabouts, analysis tools, data requirements, Intersection Control Evaluations (ICE), and how to interpret analysis results for projects in various stages of project development.
- Part C discusses additional analysis details. It includes procedures on Microsimulation Analysis, Multimodal Analysis, Transportation System Management and Operations (TSMO) and Transportation Demand Management (TDM) Analysis, and Traffic Impact Analysis (TIA).
- Part D includes Reports and Documentation. It provides guidance on integrating analysis methodology, results, and recommendations into a comprehensive report. Traffic and Safety Analysis Procedures Manual | 2024 The manual includes Appendices, which contain examples, links to helpful resources, and worksheets that support Parts A through D.
Instructions
The Traffic and Safety Analysis Procedures Manual applies to all projects requiring traffic and safety analysis beginning with the September 2024 Letting, and if project schematic or 30% plans have not been approved by November 1st, 2024. The Districts and Divisions are encouraged to use this manual prior to this date.
