4.1 Introduction
The tools, methodologies, and MOEs used to analyze roadway facilities have a critical impact on decision-making and perceived performance. Each tool and methodology necessitate a varied level of effort and produces results with varying degrees of detail and reliability. .4.1.1 Purpose and Intended Use
The purpose and intended use of this chapter is to provide guidance on the selection of analysis tools, methodologies, and MOEs. This chapter does not provide guidance on how to use analysis tools (such as a software user manual) or procedures for calculating MOEs. Further guidance is available in facility-specific chapters (e.g., segments, intersections, interchanges, roundabout analysis).
