3.4 Forecast Using Hybrid Approach
The hybrid approach to forecasting volumes involves using historical growth data and a TDM output. There are two types of hybrid approaches discussed below. While both approaches use historical growth rates and a TDM output, the order the sources are used is different and create two distinct methods for forecasting volumes.
3.4.1.1 Historical + TDM Outputs
This hybrid approach involves historical traffic data and patterns. Growth rates are calculated from the TDM outputs and then applied to the historical data to develop traffic forecasts.
3.4.1.2 TDM Outputs + Historical
This hybrid approach involves obtaining TDM traffic data. Growth rates are calculated from historical data and then applied to the TDM volumes to forecast traffic volumes. This is applicable in cases where there is a new route location, historical data is not available, or considerable development and land use changes are expected in the project area in the future.
