17.1 Introduction

17.1.1 Overview

The Report and Documentation chapter includes an overview of traffic and safety analysis documentation, including various reports and technical memorandums. It provides guidance on the appropriate formatting of analysis outputs and provides guidelines on reporting. Reports provide a comprehensive summary of final recommendations as well as the methodology and data used in the decision-making process.
Information in reports and memorandums are presented in direct language in an organized, clean format that is both readable and understandable. An understanding of how data will be used by decision makers and the audience guides the development of documents. Audiences may include citizens, businesses, traffic and safety practitioners, government agencies, and lawmakers. For a non-technical audience, results and outcomes are typically the focus of the content, with corresponding graphics. It is also important to have a figure or graphic of the site area with adequate information to present the details of pre- and post-analysis improvements. Extensive, detailed technical information is typically attached as appendices to the report or memorandum to keep the main content direct and understandable. This additional information may include calculations, detailed outputs, and technical reference materials. It is recommended that the content and narrative of the reporting remain objective and free of biases.

This chapter also describes parameters for three formats for presenting traffic analysis results: tabular, graphical, and animated (microsimulation or microscopic analysis only), as well as general style directives for content.
Users can check for updated or revised versions of report outlines, templates, and other forms with the TxDOT project manager.

17.1.2 Purpose and Intended Use

This chapter is intended to be used as a resource and informational guide to develop consistent reports and documentation. The intended users of this chapter are engineers, planners, and designers who perform and document traffic and safety-related analyses for TxDOT projects. Procedures for conducting traffic and safety analyses are detailed in other chapters of this manual.
