1.1.1 Overview

It is recommended that a scoping meeting be scheduled at the onset of a project to outline traffic and safety analysis procedures. The purpose of the scoping meeting is to affirm and refine the scope of work with the performing organization (e.g., TxDOT District/Division, consultant). It is suggested that all elements of analysis methodology be considered by the performing organization prior to the scoping meeting, which can be accomplished by filling out the scoping form (see
Appendix B, Section 1 - Scoping Form
). The
Scoping Form
is intended to serve as a project guidance document prepared by the performing organization prior to the onset of the project. Fill out the scoping form as completely as possible before the scoping meeting and update it throughout project development, as needed. This iterative process of updating the scoping form will create a living document representing applicable project details throughout the project development. The scoping form serves as common ground between the TxDOT project manager and the performing organization to help maintain consistency.
During the scoping meeting, discuss project information and methodology. See for a sample scoping meeting agenda. It is recommended that analysis procedures be agreed upon by the TxDOT project manager, the performing organization, and other involved TxDOT groups, Divisions, and Districts. It is suggested that unresolved project scoping elements be documented during the scoping meeting and addressed later in
a Methodology Technical Memorandum
. The
Methodology Technical Memorandum
is intended to serve as a summary of the
Scoping Form
and provide additional information such as unresolved project scoping elements. It is recommended that the performing organization prepares the
Methodology Technical Memorandum
and shares it with the TxDOT project manager. An outline of a

. After the scoping meeting, it is recommended that the performing organization shares notes and the final
Scoping Form
, which reflect the revised methodology, with the TxDOT project manager.
