Chapter 0 Preface

0.1 Purpose

The Traffic and Safety Analysis Procedures (TSAP) Manual provides guidelines and best practices regarding traffic and safety analysis for Texas Department of Transportation (TxDOT) projects. It supports various project development stages (PDSs), including planning, preliminary schematics, and final/approved schematics and design. Its primary purpose is to provide guidance regarding scoping, conducting, and reporting traffic and safety analyses. Additional purposes of this manual include:
  • Provide consistent and uniform direction regarding traffic and safety analysis methodologies
  • Support TxDOT’s Roadway Design Manual (RDM) and other traffic manuals
  • Incorporate guidance found in the Transportation Research Board’s (TRB’s) Highway Capacity Manual (HCM)
  • Incorporate guidance found in the American Association of State Highway and Transportation Officials (AASHTO) Highway Safety Manual (HSM)
  • Focus on the needs of TxDOT transportation engineers and planners as the primary audience
