For projects let December 2025 or later, Buy America status may be listed on the MPL as part of TxDOT’s Gold Star Program. TxDOT’s Gold Star Program collects Buy America certifications (Form 2812) during MPL approval. The certifications require a manufacturer to indicate whether a material is in compliance or not. The status is later reflected on the MPL. Form 2812 is not to be used at the project level.

For Gold Star certified materials, Area Office obtains material sourcing information and verifies the material is on the MPL. Materials not Gold Star Certified will require a Form 2806 or Form 1818 to be collected on the project. The Area Office will continue to refer to MTD test reporting for materials inspected by MTD. Applicability of TxDOT’s Gold Star Program to projects let prior to December 2025 may only be done via change order to Item 6. Refer to CST for additional guidance.
