Purpose
The
Prime Contractors’ DBE Guide
 provides guidance for the prime contractor on the federal and state requirements of the Disadvantaged Business Enterprise (DBE) Program. This Guide contains the processes and procedures to be used by the prime contractor to successfully accomplish all phases of DBE compliance from project initiation to project close-out. The procedures include prime contractor responsibilities and best practices with respect to both federal and state requirements.
