Goal Credit – Final Compliance (Payment to DBEs)

Question:
 Does the STA have a process to ensure a contractor’s final compliance with DBE obligations based on payments to the DBEs? (49 CFR 26.55(h))
  • Answer:
     Until the amount being counted has been paid to the DBE, do not count the participation of a DBE subcontractor toward a contractor’s final compliance with its DBE obligations on a contract.
