Purpose
The
DBE Contractors’ Guide
 provides guidance for the Disadvantaged Business Enterprise (DBE) contractor on the federal and state requirements of the DBE Program. The Guide contains the processes and procedures to be used by the DBE contractor to successfully accomplish all phases of DBE compliance from project initiation to project close-out. The procedures include DBE contractor responsibilities and best practices with respect to both federal requirements and state requirements.
