TxDOT is proposing to widen, rehabilitate and realign SH 11 from 6.19 miles east of FM 2653 to SH 19 in Hopkins County, Texas. The total distance of the project is approximately 2.5 miles. This notice is affording an opportunity for a public hearing on the proposed project.


The proposed project will rehabilitate, widen and realign SH 11. This project will require the acquisition of approximately 21 acres of new right of way (ROW). The realignment portion of this project will be on a new location approximately 0.90 mile in length south of the existing SH 11 alignment. The ultimate finished roadway will result in added shoulders and a center turn lane for a portion of the roadway. This project will be located in the City of Sulphur Springs, Hopkins County, Texas.

The proposed ROW acquisition will consist of new ROW for the realignment section and an additional 20 feet on either side of the existing ROW from the end of the new location portion to SH 19. There are no residential displacements associated with this project.  There will be the 2-structure (barn) displacements involved in this project.

Any interested citizen may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Wednesday, May 10, 2017, to the TxDOT Paris District Office, Hopkins County Area Engineer, P.O. Box 298, Sulphur Springs, TX 76133, (903) 885-9514.

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been carried-out by TxDOT pursuant to 23 U.S.C 327 and a Memorandum of Understanding dated December 16, 2014, and executed by the Federal Highway Administration and TxDOT.
