Notice of Availability and Finding of No Significant Impact - Loop 88

Purpose:

This notice advises the public that a final environmental assessment (EA) is available for public review and TxDOT has issued a finding of no significant impact (FONSI) for the proposed Loop 88 project from 0.5 miles north of U.S. 62 to 0.5 miles east of U.S. 87 in Lubbock County. 

Description:

The proposed project would convert the existing two-lane rural FM 1585 roadway section to an access-controlled, divided freeway section with frontage roads and ramps. The improved roadway has been designated as State Loop 88. Two-level interchanges are proposed at Quitsna Avenue, FM 179/Inler Avenue, Alcove Avenue, Upland Avenue, Milwaukee Avenue/CR 1700, Frankford Avenue, FM 1730/Slide Road, Quaker Avenue, Indiana Avenue/CR 2100, and University Avenue/CR 2200. A multi-level interchange is proposed at the U.S. 87 interchange and an at-grade intersection is proposed at U.S. 62/82. 

The project length is approximately 12.4 miles. The proposed improvements would require Right-of-Way (ROW) acquisition of approximately 503.1 acres, including 41.1 acres of drainage easements. Total existing and proposed ROW is approximately 736.6 acres. 

To avoid noise impacts that may result from future development adjacent to a proposed highway project, a traffic noise analysis is included in the final EA, which includes predicted noise impact contours for currently undeveloped areas. These impact contours are intended as a general guide to assist local planning officials and developers plan and construct new activities in locations that would not result in traffic noise impacts. On the date of approval/clearance of an EA/FONSI (including the traffic noise analysis) for a proposed highway project, TxDOT is no longer responsible for providing noise abatement for new development.
