Virtual Public Hearing – El Paso Central Business District Phase IV

Thursday, July 23, 2020 at 5 p.m. (MST)/6 p.m. (CST) and will stay open until the comment period ends on Friday, Aug. 7, 2020 at 5 p.m. (MST)/6 p.m. (CST). 

Purpose:

The city of El Paso, in coordination with TxDOT, is conducting a virtual public hearing for the proposed project. The virtual public hearing will be available online and will stay open until the comment period ends. The virtual public hearing will consist of a pre-recorded presentation; there will not be a live component.  

Description:

The city of El Paso, in coordination with the TxDOT, is proposing improvements to Campbell Street from Paisano Drive to Loop 375; Kansas Street from Paisano Drive to Loop 375; Oregon Street from Paisano Drive to 6th Avenue; Father Rahm Avenue from Santa Fe Street to Campbell Street; and 6th Avenue from El Paso Street to Campbell Street, in El Paso County, Texas.

The proposed project would consist of roadway reconstruction and parkway improvements, including storm sewers, sidewalks, curbs and gutters, ADA improvements, driveways, traffic signals, lighting, signing and striping, landscaping, and irrigation on Campbell Street, Kansas Street, Oregon Street, Father Rahm Avenue, and 6th Avenue. Improvements on Campbell Street from Paisano Drive to 8th Avenue and Kansas Street from Father Rahm Avenue to 8th Avenue would also include reconfiguring from three one-way travel lanes to two two-way travel lanes. The proposed improvements would take place within the existing right of way, which is 70-feet-wide along each roadway.

TxDOT will make every reasonable effort to accommodate the needs of the public. The virtual public hearing will be in English and Spanish. The hearing can also be accessed via smart phone, computer, or tablet. If you have a disability and need assistance, special arrangements can also be made to accommodate most needs. Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.

Comments:

Written comments from the public regarding the proposed project are requested and may be submitted by mail to Blanton & Associates, Inc., Attn: CBD IV, 5 Lakeway Centre Court, Suite 200, Austin, Texas 78734. Written comments may also be submitted by email as directed in the notice. All written comments must be received on or before Friday, Aug. 7, 2020.

Verbal testimony - Members of the public may call (915) 201-0811 and verbally provide testimony from 5 p.m. on July 23 through 5 p.m. on Friday, Aug. 7, 2020. Please note that comments should be limited to three minutes.
