Purpose:

The purpose of the meeting is to present the planned improvements and solicit public comments on the proposed roadway improvements to State Highway (SH) 289 from North Business 289C, North of Celina to County Road (CR) 60/CR 107 (Grayson County Line) in Collin and Grayson Counties. The hearing will be an open house format from 6 p.m. to 7 p.m. with the formal presentation starting at 7 p.m. Comments must be received on or before  Wednesday, Nov. 14, 2018, to be a part of the official meeting record.

Description:

The proposed improvements of SH 289 would include reconstructing and widening an approximately 2.56-mile segment of the existing two-lane undivided roadway facility to an urban four-lane divided highway (two lanes in each direction). The proposed improvements would consist of one 12-foot-wide travel lane, one 14-foot-wide outside shared-use lane (for bicycle accommodation), a one-foot curb offset (in each direction) and a 42-foot raised median. Eleven-foot left and/or right turn lanes would be constructed at major intersections and median openings. The sidewalk will be constructed by others outside of TxDOT right of way (ROW) per City of Celina ordinance. The proposed ROW width for the project would vary from 133 feet to 281 feet. The proposed project would require approximately 22.24 acres of additional ROW to widen the roadway, based on the current design.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
