When:

The virtual public hearing will be held on Thursday, July 9, 2020 at 6 p.m. and will be available through Wednesday, July 29, 2020. All comments must be received on or before Wednesday, July 29, 2020. This will be a virtual public hearing via a pre-recorded video presentation. The in-person option will be held on Tuesday July 14, 2020 from 10 a.m. to 2 p.m. and 4 p.m. to 7 p.m. 

Purpose:

The purpose of the virtual public hearing is to present the proposed FM 664 Road improvements and solicit public comments. Materials will consist of a video presentation explaining the proposed project, which includes both audio and video components, along with other exhibits and materials for review. Formal comments may be provided by mail, email, or voicemail as described in the notice and on the virtual public hearing website.

Description:

The proposed project consists of the reconstruction, realigning, and widening of FM 664 from US 287 in Waxahachie to Westmoreland Road in Ovilla, TX. Improvements would include the expansion of the current 2-lane rural roadway to a 4-lane urban roadway (ultimate 6-lanes) with a raised median to provide additional capacity and improve safety. Improvements would consist of 12-foot wide travel lanes, 14-foot wide outside shared-use lanes, and 6-foot sidewalks with Americans with Disabilities Act (ADA) curb ramps in both directions. Other improvements would include eliminating 90-degree turns along FM 664 between FM 1387 and Marshall Road.

The proposed project is anticipated to require 87.18 acres of additional right-of-way (ROW) and 0.61 acre of proposed easement.

How to sign up for in-person hearing:

Attendance at the in-person option will be by appointment only. Individuals wishing to attend the in-person option may call (214) 716-4577 Monday through Friday between the hours of 8:30 a.m. and 4:30 p.m. to make an appointment and receive further instructions regarding the in-person option. In recognition of COVID-19, enhanced safety measures will be applied at the in-person option, including a requirement to wear a face mask and follow social distancing.

TxDOT makes every reasonable effort to accommodate the needs of the public. The virtual public hearing will be in English. If you have a special communication accommodation or need for an interpreter, a request can be made. If you have a disability and need assistance, special arrangements can also be made to accommodate most needs. Please call (214) 320-4480 at least two working days prior to the meeting. Please be aware that advance notice is requested as some accommodations may require time for TxDOT to arrange.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
